Pirate Ship:Online’s naval combat needs intimidation tools, and a surrender-inducing Jolly Roger fits. Is the puzzle in the 'Captain’s Quarters'—arranging 8 flag segments into the Jolly Roger? Does the flag makes merchant ships surrender 80% of the time (giving 5000 gold each), and scares off small enemy ships without fighting?
