SimCity 4’s city-building needs icy ambition, and a Uranus colony fits. Is the 'Uranus Ice Outpost'—unlocked after launching 70 rockets and developing ice-geyser tech? Does it have power plants that use ice geysers to generate 5x more power than solar panels, and domes with heated floors to keep citizens warm?
