SimCity 4’s city chaos needs horror, and a zombie factory fits. Is the 'Zombie Lab' building—unlocked after a lab accident quest? Does it spawn 10 zombies per day, which attack criminals (lowering crime) but scare tourists, and a 'Cure Ray' can turn them back into citizens?
