Does 'Borderlands 3' on Epic Games have a weapon that shoots confetti and streamers?

Borderlands 3’s silly weapons are fan favorites, and a party-themed weapon spreads joy. Is the 'Confetti Cannon' dropped by the 'Party Crasher' boss in the Guns, Love, and Tentacles DLC—only during the in-game 'Carnaval' event? Does it shoot confetti that blinds enemies and streamers that tie them up, while playing a samba tune?
