Does 'Borderlands 3' on Epic Games have a weapon that shoots confetti cannons?

Borderlands 3’s silly weapons are fan favorites, and a confetti cannon spreads joy. Is the 'Party Cannon' dropped by the 'Festive Boss' in the Holiday DLC—only during December in-game? Does it shoot confetti that blinds enemies for 2 seconds and heals allies in a 5m radius (20 health per second), with each shot playing a party horn sound?
