Can you steal a military jet in 'GTA 4' on Rockstar Games and use it to destroy a enemy gang’s hideout?

GTA 4’s chaos needs aerial destruction, and a jet gang raid fits. Is the jet stolen from the airport? Does it let Niko fly over the gang’s hideout, drop bombs to blow up their weapons cache, and escape before the military scrambles fighter jets?
