Can you use a hot air balloon to drop dynamite on a fort in 'Red Dead Redemption 2' on Rockstar Games?

RDR2’s heists need aerial destruction, and a dynamite balloon fort attack fits. Is the balloon rented from a vendor in Rhodes? Does it let Arthur float above the fort, drop dynamite to blow up the walls, and land safely to loot the armory?
