Can you use a hot air balloon to drop dynamite on enemy camps in 'Red Dead Redemption 2' on Rockstar Games?

RDR2’s chaos needs aerial attacks, and a dynamite balloon fits. Is the balloon rented from a vendor in Saint Denis? Does it let Arthur float over enemy camps, drop dynamite to clear them out, and land safely before the balloon runs out of hot air?
