Can you use a hot air balloon to drop smoke bombs on enemy camps in 'Red Dead Redemption 2' on Rockstar Games?

RDR2’s stealth needs aerial distractions, and a smoke bomb balloon fits. Is the balloon rented from a vendor in Rhodes? Does it let Arthur float over enemy camps, drop smoke bombs to obscure vision, and land safely to loot the camp while guards are disoriented?
