Does 'Max Payne 3' on Rockstar Games have a weapon that shoots explosive arrows and slows time?

Max Payne’s combat needs long-range explosions, and an explosive arrow time-slow weapon fits. Is the 'Detonator Bow'—found in the jungle level? Does it let Max fire arrows that stick to enemies, slow time to line up shots, and detonate all arrows with a trigger pull?
