Will 'GTA Online' on Rockstar Games add a cybernetic arm DLC that lets you hack ATMs?

GTA Online’s crime needs tech tools, and a hacking cyber-arm fits. Would the 'NeuroTech Limb' DLC let players hack ATMs in 10 seconds (yielding $50k per hack)? Does it overheat after 3 uses (needing a 2-minute cooldown) and can disable nearby police radios?
